A second man charged with failing to build a biotech plant in northern Vermont using millions of money from foreign investors raised through visa program has struck a plea deal and is expected to change his plea on Wednesday.

William Kelly was indicted last year on multiple charges of fraud with Miami businessman Ariel Quiros, the former owner of Jay Peak and Burke Mountain ski resorts in northern Vermont, and the former Jay Peak President William Stenger. Kelly was Quiros’ advisor.

The indictment accused the men of plotting between 2011 and 2016 to defraud investors in the AnC-Bio project in Newport. The EB-5 visa program encourages foreigners to invest in US projects that create jobs in return for a chance to obtain permanent residence in the United States.

As part of the plea deal, Kelly agreed to plead guilty to one count of conspiracy to commit wire fraud and one count of concealing important information. He also agreed to cooperate with the investigation. Eight other charges would be dropped.


Quiros, of Key Biscayne, Fla., Pleaded guilty last August to conspiracy to commit wire fraud, money laundering and withholding important information. Nine other charges were dropped as part of the plea deal. Under the plea deal, Quiros will serve just over eight years in prison and be sentenced after Kelly and Stenger are convicted if they are found guilty. Stenger has pleaded not guilty.

All World Genting Resorts closed for now due to pandemic


The entire Resorts World Genting casino complex (pictured) has been temporarily closed due to national Covid-19 countermeasures in Malaysia, a post on the property’s website said.

The casino itself was temporarily closed from Monday last week (May 24) due to a so-called movement control order imposed by the country’s government as a Covid-19 countermeasure.

The site said in an announcement on Monday: “Following the government’s announcement of the total nationwide lockdown, Resorts World Genting will be temporarily closed until further notice.”

He added: “Essential resort based services such as security, bomba [fire services], public services and clinics will remain operational. “

Genting Malaysia Bhd is the promoter of Resorts World Genting, a facility located near the capital Kuala Lumpur.

Brokerage Nomura said in a recent note it was 17 percent lowering its 2021 revenue estimates for Genting Malaysia, due to Covid-19 restrictions.

The institution now expects Genting Malaysia to report annual revenue of nearly MYR 5.25 billion (USD 1.26 billion), down from previous forecast of MYR 6.32 billion.

The pandemic has also impacted work on a new outdoor theme park in the complex, Genting Malaysia said last week.

BEECH MOUNTAIN – Beech Mountain Resort announced on May 18 the lineup for its 2021 Summer Concert Series which will take place in August.

Critically acclaimed experimental jam ensemble Umphrey’s McGee will kick off the season with a double-headed event spanning the evenings of August 6-7, with GRAMMY award-winning blues rockers Susan Tedeschi and Derek Trucks bringing their intimate ‘Fireside Live’ tour at the station on August 14, followed by a walking fence courtesy of the titans of the new herb Greensky Bluegrass on August 21.

This year’s pod-style series of events will mark the third installation of Beech Mountain’s annual summer music program, which has quickly become a beloved tradition for area residents and vacationers alike. With plenty of summer amenities available including yoga, scenic lifts, mountain biking and more, attendees of the Beech Mountain Summer Concert Series will have the opportunity to amplify their experience with a week -end full of entertainment and recreation.

The 10×10 pod passes to the Beech Mountain Summer Concert Series went on sale May 21. Each module can accommodate a maximum of six clients and masks are required in all areas outside of the modules.

This show is open to all ages. Gates will open at 5:00 p.m. with a show at 7:00 p.m. (times are subject to change at the artists’ discretion). Each artist will perform two sets of music without opening acts, and the event is rain or shine, without re-entering the concert hall, except in an emergency.

KVEO spoke with Francis Wolpin, one of the resort owners, about the growing success and clientele the resort has received.

“Most of my clients are from Rio Grande City or as close as Rio Hondo,” Wolpin said. “A lot of people here don’t have access to the water’s edge, so they come down to enjoy the fishing docks, relax and have fun.”

Wolpin and her husband run the complex together. Building the establishment in 2005 after retiring from teaching, they had always dreamed of owning their own bed and breakfast.

“It’s a lot of fun when my ex-students check in with their grandchildren,” she says.

While over the years they’ve welcomed visitors from as far away as New Zealand, Wolpin said they’re usually RGV locals looking for a mini-getaway.

A resolution formally denying the Sand Canyon Resort will be considered Tuesday by the Santa Clarita Planning Commission, according to the commission’s agenda released Friday.

The proposed development includes a hotel, inn, villas, spa, restaurants, ballrooms, conference space and outdoor recreation area on just over 50 acres of land north of Robinson Ranch Road and east of Sand Canyon Road.

Steve Kim, the developer, also offered to donate 25 acres of open space to the city. Hunt Braly, a land use and real estate attorney at Poole Shaffery & Koegle LLP representing Kim, told commissioners at their May 18 meeting that he plans to appeal a denial by the commission in front of the Santa Clarita City Council.

The resolution made several conclusions about the project, which the Planning Commission recommended rejecting after hearing its case for the fourth time on May 18.

Namely, the resolution of the commission found the project incompatible with the general plan of Santa Clarita, a document containing the goals, policies and objectives of the city.

“(The) project is incompatible with the strategies listed in the open space and conservation element of the general plan which relate to the designation and long-term preservation of open spaces in the planning area,” according to a report by the city.

The report also concluded that the project was incompatible with the rural environment and equestrian character of Sand Canyon as defined by the city’s Sand Canyon Special Standards District.

Kim currently owns the Sand Canyon Country Club adjacent to the proposed resort site. Zoned open space, the area was transformed into a golf course in 1996, when city council decided that “the project would preserve approximately 300 acres of land as recreational / open space in perpetuity” as a public utility.

Capital improvement program

The Planning Commission will also review the proposed budget for the city’s 2021-2022 capital improvement program, currently proposed at $ 46.3 million.

The budget funds infrastructure projects across the city. The maintenance project, at $ 25 million, makes up the bulk of the city’s infrastructure budget, followed by parks at $ 12 million.
